is it normal almost a 9 month old splash Orpington has not started laying egg?

My orpington (either a really light blue or a really darksplash) didn't lay till11 months, and my black till 13 months.

the other two's combs are smaller than others

Chickens don't normally lay this time of year. If they would have normally started laying, they aren't going to now if you are in the northern hemisphere. They will start up in mid February.

I've had pullets start laying as early as 16 weeks, usually in the summer but after the summer solstice. I've had pullets not start laying until 9 months, this time of the year. I'm in the northern hemisphere so those started laying on the shortest days of the year. I assume you are in the northern hemisphere.

I cannot tell you when yours will start laying. If daylength were the only criteria you could have expected yours to start back in September, when they were about 6 months old. But that did not happen. It is very possible yours will wait until the longer days of spring, it is possible one will start today. With living animals you do not get guarantees.

Combs often become bright red when they are laying. Red combs are not a guarantee that they will soon be laying but it is a pretty good sign that they might possibly. People tend to think that chickens are robots and are programmed a certain way. If you had 100 Orpington averages would mean something for the overall flock but you only have one. Averages don't mean a lot for her. She is an individual.
