Is it normal at this age?

So, I don’t know the breed, but is it normal for an almost 12wk old rooster to already be getting jiggy with some hens? I was spending some time with them and El Diablo just went up to our 4wk old Cornish cross hen and grabbed the neck feathers and went at it. I’m new to all this so I don’t know if it’s too early for fun time or not and is it ok he was going at it with the 4wk old hen? The picture below is of El Diablo.

Whatever sexual behavior you see from chickens (or other animals) is likely normal.

Not too early for him, but he should not be mounting 4 week old chicks.
That's a red flag for me.
