Is it normal for one of the two Goose parents to bite it's gosling / hog food from it

This happens when I feed a canada goose some oats - one of the families has a parent that will bite their gosling if he eats the oats I scatter, and the gosling is not hogging it or anything - it is medium size by now / grey but doesn't have his feathers yet. A single bite causes him to shy away from his parent and yelp so the gnder can get all the oats. Doesn't happen with grass. Why is this gander doing this?
 
Some birds like some people just shouldn't have kids. Not all are blessed with good parenting genes. In my experience MOST geese are outstanding parents.
