Is it normal for roosters to sit on eggs.

So as of right now I have 19 hens most of them are regular size and 3 bantam hens and one bantam silkier rooster. For the longest time we didn’t think he was a male we actually ended up with 5 other roosters all bantam we ended up having to give them away because of neighbors. We tried to keep them about the 5 months after the last 3 where rehomed this little silkie started crowing. Because he’s my moms favorite and he’s sooo small we haven’t been able to rehomed him so he has a nice set up inside with another silkie hen. This morning I put a shoe box of hay inside with no egg he spent two hours walking in and out I just put one of the small eggs in and the second I put it in he almost started purring. The weird thing is even before we brought him in and before he started crowing I’ve seen him take eggs and roll them under himself. Has anyone seen this? The silkie hen is just sitting outside watching him sit on the egg.

Can you post photos of this "cockerel"? You had crowing roosters before, so the pullets know what they sound like. Is it possible that your cockerel is a hen that crows? I have heard of this happening before.
 
I've had several roosters who liked to sit in the nest boxes on eggs. Some would cover the eggs for broody hens while the hen would go eat and dust bathe, some just seemed to enjoy sitting in the nests for no particular reason. Chickens can be so weird :D
