i waited till three weeks, but i know how it is just waiting for the quail to grow up a little so he can have fun things to play in

I don't see anything wrong with it. I've had chicks that start dust bathing as soon as they start growing feathers. If I don't give mine dirt/sand to bathe in, they bathe in their straw
