Is it okay if I start collecting eggs for hatching 13 days before I start?

They're not gonna suddenly go bad after 10 days and can still be viable and healthy. The older they get, the bigger the chance of the fetus not developing, or developing wrongly. There's still a chance they'll be ok, so if you have room for the eggs there's no reason why you can't try.
Just remember to keep them on the cool side, and turn often.

How often should I turn them
 
Write the date laid on each egg. Why not experiment, and report back to us. I'd like to know because the one hen I would like to breed only lays every other day. I only have one pair of that breed.
 
You could do a staggered hatch to make sure they are viable. Like said above. Eggs over a week sometimes loose viability. Or the older the less likely they will develop and hatch correctly. A staggered hatch can help you still hatch the number of eggs and keep their viability up.

If I would do that what should I do with the humidity on the 18th day
