Is it okay if she’s not laying yet?

I have a 30 week old welsummer that’s not laying yet. All of my other hens started laying around 23 weeks. Is it possible that she might not lay?

I've heard Welsummers along with Bielefelders can be slow to lay. My Bieles are 27 weeks and no eggs yet, though the rest of my other breeds have been laying since they were 17-20 weeks.
