I have a male from last years real early hatch so about 8-9 months old I think, and today in the sun his tail when he was fanning I swear I saw some green tinting in a few of his feathers, and it looks as if his tail is getting shorter is this normal and is it possible to be getting green on the tail feathers already
 
The green I'm used to seeing on chickens is a green sheen on black feathers when they are in bright sun. This is very normal.

I'm not sure what you are talking about in the tail getting shorter. They will go through various molts and mini-molts. I'd guess that is what you are talking about. Again, that is not unusual.
 
yes, normal. won't see much changes until the next annual molt in late summer. He will grow a fair more green maybe even a bunch of eyes on his back/tail area this fall/winter.

p.s. should see changes in coloration on neck from now on- more color and the area below neck getting darker.
