is it possibly to lay an egg while molting??

i have two hens that are really shaby looking. they are both in different cages and are both with other chickens and they are the only ones in each cage like that. i was thinking they were molting but i noticed 1 hen in the nesting box a while ago..so im not sure if it is molting or if they have fleas or mites but i thought if that it was mites than the other chickens would look like that to so is it possible that they can lay an egg while molting??

I have 2 girls that are molting and have been since April! One of them stopped laying, but the other has not. She lays every other day for the most part, every now and then she lays every day.
 
Hi I've got 4 chooks, 2 are moulting but I still get 4 eggs every day.
My problem is one of the is broody. I'm having too fight her for the eggs!
