Is it Safe to Trim Vent Feathers

My chicken, Nugget, the Golden Sex link, has disgusting vent- dried poo is cemented onto them.

The other chicken, Sunnie, the Brown Sex link, has clean feathers. We hose Nugget's feathers off, but she keeps getting them dirty again. Is it safe to trim them?
