Is Mamma Hen Hekping or killing?

My chicken I found last week with 2 babies and a clutch of eggs has now hatched another baby. There is a 4th still half in and half out of the shell. She keeps pecking at it and has the shell itself pretty cracked up. The baby peeps very loudly when she does this. Is she helping it to hatch? I have never witnessed chicks hatching and was not prepared for a brood (She went off alone about a month ago and I didn't find her til last week). I took it inside and set it under a brooder lamp I raise chicks under in the spring... just in case. Can I return it to her to finish hatching, or was she killing it?

I would personally take the chick in and put it in a brood and raise it. I wouldn't take the chance on what the hen was or was not doing. Being the chick may be alone I would also handle it frequently so it feels safe and not alone.

I went back to look after reading some more posts, the membrane is very dry. most of the shell has fallen off, it is just stuck in this dry membrane, but it still peeping and trying
