So I have a budgie her name is Bella she is 2 years old. I’ve had her for almost 2 years but for the last while her cere is looking not so great and I want to know if it is a normal thing to look like hers does. Also with the whole virus I can’t really ask a vet so I was going to ask here.

The good news first-any budgie that rests on one foot is basically healthy; she is not in any immediate danger. I suspect she has some kind of mites, but there are other possibilities. In a google search box type, "budgie with crusty cere". The information you find may help you.

theres a name for the protruding cere I cant remember the name but shes just in breeding condition

If the expense of a vet is not a consideration, I'd have her checked. I'd also recommend that you call ahead to find out if the vet has experience with cage birds. Many vets do not and I would not waste time and money on one. An avian vet would be best but not always easy to find.
I raised hundreds of budgies for a couple decades; both English and American Standard. None of my hen budgies ever developed a cere as yours has regardless of age.

So I read the link thanks it was helpful I am really not sure anymore what is wrong with her she has not changed she does not look like she is in any pain even though it looks very painful and there are no symptoms other then the cere. Her cere is worse than most birds who are in the breeding stage so I’m not sure anymore. last night we put two mite traps to see if there are any mites in her cage also i think I may try putting some kind of oil that people have recommended using and I’ll see if it helps. I think that is the best I can do for right now.
