My husband and I are wondering if our chicken is being bullied or if it's just part of molting?

I'm gonna guess molt, I'd expect more comb damage from a bully. (That's normally where a bully targets)
Noticed any feather picking, especially at roost time?

Do you have a rooster? Just throwing it out there that the wing feather damage resembles mating, also.

No we just have hens.

It looks like molting to me. When a chicken is bullying another, their victim's skin will be visibly damaged in some way, since the bully will pluck out their feathers.

Doesn't look like molting to me....and wrong time of year for it anyway. The neck looks like feather picking, or overzealous 'grooming'.

Her eye looks a bit odd to me, the flesh around it and the pupil.

How old is this bird, in weeks or months, @Mandied ?
Do your birds free range?
