I was looking for a cockerel for my 7 ex batts, so went to a local lady who runs local chicken rescue she seemed very knowledgable and suggested I took a four week old cockerel along with hen so he wasn't alone. The only thing now is the cockerel is a hen and the hen is the cockerel and they are both very small I would say they are silkies. Will my cockerel be able to control a hen double his size, he is now 18 weeks old and a beautiful bird I'm just worried he is going to get hurt

Doesn't look like a silkie to me. How successful he'll be at mating - I'll leave to others with experience of keeping bantams and standard chickens together. I would very much doubt that he will get "hurt" - his ego might, though

Not planing on chicks was advised to get a cockerel to make adding new girls easier and stop bullying.
He seems really timid at the moment, what age would be best to introduce him to the other hens?

At 18 weeks old, he's still immature, and grown hens likely won't respect him yet. (Imagine a teenage boy trying to keep a bunch of middle aged women in line.) Given time, if he's a good flock leader, he may be able to help keep some peace in the flock. If you didn't have him, a dominant hen may fill that role.
