Is my cockerel moulting? Or is he getting bullied?

This is him now, it can see and feel the pins so it could be the case but i wanna be sure. Also its almost fall were im from so thats also a major factor.

Sure looks like pin feathers at then neck.
How old is he, in months?
 
5-maybe 6 months
Too young for a regular annual molt.....but might be a late juvenile molt or a partial molt.
Odd.
Are there pin feathers anywhere else on his body,
or is it possible he got a chunk of neck feathers yanked out by a rival or a predator?

Definetly not a predator, but maybe a partial molt or a juvenile molt, but im not an expert at chickens to know what that is yet though.

All chickens go thru 2-3 molts by about 6 months, that's the juvenile molts.
Some birds will do a partial molt in their first fall/winter, often around neck and few other places, at about 9 months.
First full adult molt doesn't usually happen until around 14-18 months their second fall/winter.
