Is my crested rouen too small?

We were told she was a Rouen, so we've always called her one. She's much bigger than any of the Mallards we see around here. Since we were new at this when we got them, we took people's word on it.

Mallards require permits to own/sell as they are migratory birds and protected my federal law (assume you are in the states… not sure about anywhere else lol!) most likely a Rouen then, they get between 9-10lbs while Perkins can get a little bigger so no need to worry! She looks healthy and happy!
