Her wings look fine. Her eyes are what you would expect from scratching. I have had many a duckling who gets itchy from the down dander.

You can give her an extra swim time per day in fresh clean water and it should clear up in a couple weeks when she starts getting feathers in.
 
That's a relief thanks Terrie! From my experience with other animals, and people, with good nutrition and hygiene (which is relative for some of the messier animals) and plenty of appropriate attention, we can generally fight off most diseases and heal up pretty well.

You might want to try putting Terramycin opthalmic ointment for animals in the ducklings eyes. It can't hurt. You should be able to get this from your feed store. We got our from our vet. We had a duck who eyes were scratched from an attack and after a few treatments it cleared right up.
 
For what it is worth I think you could let them take a swim in clean water then let them dry off with the heat lamp. Put down something over the tub that will absorb the poo everywhere so they aren't just tracking it everywhere and laying in it. An old towel or paper towels (might have to tape down the paper towels so they don't get all bunched up) Let them swim everyday and make sure they get fully dry and change out there towles at least once a day and everything should startt to clear up. It will take some dedication but worth it.
