Is someone able to tell me if my 3 month old Easter Egger is a rooster?

Maybe some different pictures might change my mind, but it does appear you have a rooster. I'm going off of the looks of that tail! (Saddle feathers)

How many rows on its comb? Usually if it has one it's a girl if three a boy!

I would say definitely a cockerel based on the down turned tail and the upright stance. JMO!
