Frizzle is a mutation. The bird is still a silkie or cochin or whatever, they just have curly feathers. They want to know what breed it is other than frizzle. At least that's what I read it as.

I have never had a frizzle, but my understanding is that frizzled and silkied are two different characteristics of feathers that can happen together. I do have silkies (breed) who have a few regular feathers on the tail and wing tips. I'm not that familiar with the frizzle appearance, but I do think this is silkied and frizzled (sizzle I think is a term used). As far as is the silkie feathering coming from silkie breed? Probably but he may not be pure. Is his skin black (check under feet). Does he have 5 toes on both sides? Those are both silkie features. His face is more red than I would expect from a pure silkie.

His feathers don't look as fluffy as a Silkie's. He might be hatchery quality or a mix.

He has 4 toes.
