Is my Mottled Java a rooster?!

Im new to raising chickens and I bought 3 chicks from a feed store and their hatchery only has a 90% accuracy rate on sexing so I found out. They are about 4 months old and my mottled java is starting to make alot of noise at 5am and for hours throughout the morning, as well as tail feathers getting longer, feet bigger, etc. Can anyone help me figure out if "she" is actually a he?! I can't have roosters in the city so I'm a little worried. Thanks in advance for any help!

Sad! Hate to raise him from a chick just to find out we can't keep him. In that case- anyone in the Fort Collins area that has the appropriate space and area who would want to take him? Well tempered and beautiful!

Well we found him a nice home on a ranch with a bunch of girlfriends and he can be as loud as he wants because he is outside of city limits! Sad day but it will be nice to not be woken up at 5am every morning!
