Is my pullet actually a cockerel? 4 months old

Hi there,

We picked up this chicken on Sep 17, 2016 and it was about 2 months at that point. The woman who we got the chicken from "thought" it was a female. So it's about 4 months old in these photos.

We don't really know the breed -- something of a mutt?

We live in a city where we are only allowed to keep hens in the backyard, no roosters. And we're starting to think this one is a rooster. Can anyone help out with confirmation?
