Is my rooster fertile?

I have a 12 and 1/2 week Buff Orpington rooster, he started crowing at 9 weeks and mating around 10-11. My question is: is he fertile?

The hens are all the same age, so no eggs to tell and he tryed to mate my 6 week rooster(s) too. He is locked up for hurting them, but still so he can see his hens.
The hens won't squat, but he will do the 'butt rub' once he gets them to stay still

You can crack a few eggs and look for the "bulls-eye," or you can incubate some eggs, to find out.

From what I was told by a local woman who breeds heritage birds, Roos aren't fertile until about 20 weeks. I'm sure there is plenty of documentation available to find the answer.

My hens are 12 weeks old- no eggs yet.. I heard someone say. 13.5 wks was fertile too...
