I have flock of Chickens. I have pair of Bantam Roosters, they look alike but act different. One crows and do its Rooster thing with the hens..

The other one is always near the nests awaiting for a hen to lay. Then, it starts cloaking along with the hen that have laid the egg. Once the hen leaves the next the confused rooster goes into the nest and start behaving like a brooding hen and even defends the eggs from intruders.

Help needed, Please.

It's possible the rooster is messed up a little. I've raised hundreds of chickens that past few years of many different breeds. It is not unusual at all to have a rooster start clucking with the hen when she lays the egg. It is actually pretty common. It is also not unusual for the rooster to check up on the egg she laid. If he's hanging out in the nesting box all day, I'd be concerned. However, the clucking and brief checking on the egg is not unusual. Does he crow at all??

Agreed. I'd say that as long as he fulfills his duty as protector (and in his case, egg-laying coach), you don't have to worry. If he starts going broody and sitting in the nest box all day, well, then you'd have a problem
