Is my runt Wheaten Maran a roo or a pullet?

He has never grown very well and I would like to get rid of him if he is a roo, as I suspect. Thanks for looking and for any help!

It is 3.5 weeks old. But it just doesn't grow like the others. It's funny, it doesn't get pecked, but it is much smaller than it's siblings. Should I do anything special for it?
 
I know on most wheaton varieties, the roo feathering comes in much darker than the hen's feathers. I don't know if that is true of Marans but if it is, then I would suspect your little one is a roo.
