Is my turkey having a seizure??

my turkeys are for 4-h, and it's almost fair- tomorrow is move-in. The turkey i'm hoping to take is shaking an stomping the ground sometimes. I'm not sure what it is. If it's a seizure, I can't take him. We also put a wire-tie around his ankle (for identification) , so we think he might be trying to shake it off. I need this answered quick, please, and thank-you!!!! Is my turkey having a seizure, or is he trying to shake off the leg band?

it's more than likely the band if it started when you put it on him.
