Is she a Rooster?

I purchased 6 RIR pullets. This one looks like a Rooster to me but the other Roosters get on top of her to do their thing like it is a hen. It also doesn't crow. It is right at 5 months old. Any ideas? Any why would the Roosters be mating it if it is a Rooster? Thanks for your help.

It is indeed a cockerel. Roosters will attempt to breed anything if they can get away with it. One day he will turn the tables and kick their butts.

As for why he's being mounted, I'll leave someone more knowledgeable to answer that.

It's a rooster.

My (neutered) male dog will mount any other dog that will stand still for it. It's a social dominance thing. He won't put up with it forever.

It is a rooster. And rooster will mount pretty much anything like some of the others said, but sometimes they do that to show domanince (spelling?).
