I do not see any signs of bugs, is she molting?

Looks like someone is feather plucking her although there appear to be some pin feathers to either side of the bare spot?

how can I prevent this or is it normal natural? WTH?? she is so sweet! I have seen others pluck fluffy butt feathers, but the neck? that's not cool!
