Is the stuff they spray on dirt roads safe for animals and people??

We were heading out to go pick up some bales of hay from a neighbor and they had literally just sprayed stuff on our roads. It smells like dog food/molasses and is reddish brown, kind of looks like oil. It got ALL OVER our car and the hay rack and some even got on one of the bales. we plan to feed the hay to our goats, and the bales are kept in a shed were we currently have some chicks. Is it safe? For us and the animals?

Depends on where you are at, they used to spray oil on the roads here. EPA was supposed to stop the county road dept from doing it but if it was a local guy he might have still done it.

I think our county does it, it's not just some random person.
