Is there a difference between tolbunt and mille fleur?

I was wondering if these are the same colors just called different colors in different breeds or are they genetically different and do they look different. If so what is the difference?

Tollbunt is mottling on lacing. Mille fleur is mottling on columbian &, it has been suggested, that the very even mille fleur pattern is mottling on spangling.
