Is there something wrong with my Silkie? Feathers not fluff?

My little Silkie is 8 weeks but just as ragged looking as can be. Wings have feathers, back has fluff. And neck is just feather shafts. Late bloomer? From a highly reputable breeder, but I’ve never raised a Silkie before. What do you think?

It looks as if another bird has been feather pecking/plucking her and pin feathers are finally coming in.
When we first moved the birds outside, our tiny d’uccle was picking feathers, but I didn’t think it was so many. The feathers will come in right? And is this a satin bird? There are regular looking feathers on the wings
 
Update on the Silkie: looking very beautiful and puffy now, everyone seems to be settling in, although this little bird is definitely at the bottom of the pecking order. Now if only I could tell boy or girl!

Beautiful! Current age?
Good close up photo of comb with crest pushed back and we may be able to tell.😊
 
Unfortunately I won't, he's the third boy in my new group. 50/50 really turned out to be true with this batch. I'm not confident I can keep my D'Uccle boy either, since 2 roos to 5 hens is not a good combo. And my daughter loves her Ayam Cemani roo the most.

But, I'll find him a good home, he's from a premier breeder, should be a wonderful show bird.
