Is this a....FRAZZLE? (PICS)

I have a black bantam cochin "frizzle" who is 1 month old, very large, and is feathering out very slowly. I have been suspicious that he might be a frazzle, because his head feathers are already growing in, and he has practically no feathers on his body besides the wings, legs, and a few on the tail. I know he's a male, and so I was wondering if males feather more slowly than females and if that might explain it.
If he is a frazzle, and if I bred him to flat-feathered hens, would I get frizzles or frazzles along with the flat-feathered ones?

Any opinions on whether he is one or not?

It is hard to tell at this point, roos feather out weird and especially frizzles. I have one at home about that same age and I know only one parent is a frizzle and he looks like yours.
