Wattles that are big and red usually mean male (when compared with other birds of the same age and breed.) Many adult hens have large red wattles too, and of course they get those as some age, which is why comparing with the same age and breed is most useful.
But if the bird has no wattles, it doesn't mean much. It could be a female, a slow-developing male, a male with the pea comb gene, a male with a beard, or any combination of those.
