Is This a Hen or Rooster?

Hey BackyardChicken community, I am new to raising chickens and recently bought two hens from a guy and wanted to know if they are hens or roosters. People have told me they are roosters but he swears they are hens. Sorry I don't know what breed they are and thanks for taking the time to answer. I have included some pictures.

When you take your pictures we need to see the cape and saddle hackles. Their cape hackles on the back of their neck look quite shiny in those pics but not clear enough on my tablet to be sure.
