I'm supposed to pick this guy up tomorrow from a neighbor so I can breed him. Does it appear to be pure Rhode Island Red?

He's a decent looking Rhode Island Red cockerel.
Not exhibition quality, but good quality. One thing that matters is his temperament.

J-Habs,
He looks like Sicilian Buttercup, just looking at his comb. What are you planning to breed him to?
Comb is single, not split. Also Sicillian Buttercups are Autosomal Barred, & are Gold in color.

Now that I zoomed in, the comb might actually be split. I guess I won't know until I see him in person.
He is absolutely a RIR, not a Buttercup. A buttercup would have white earlobes, green legs, paler plumage, a different comb, and a smaller size.

Jed,
Minor correction, I never said he was a Buttercup, the picture of his comb is what prompted the comment.
J-Habs will post a better picture when J-Habs picks him up.
