If that's the loudest it gets it's likely a drake. Hens are much louder and verbalize more often. There's probably youtube videos you can compare your to.

won’t get louder as he gets older? “he” is only about 5 weeks old

Mine did not get louder. My hen was louder, lower and sounded more like a quack at 5 weeks. There is a YouTube video on duck sounds and sexing by the sounds they make. If your interested give it a listen and compare how yours sounds to the video. After all, I'm just going by a couple sounds and am likely wrong.
