Is this chicken a real breed? Asking for my mom.

I've never even seen this breed, so does it even exist?

It looks like a tinier than usual Serama or Japanese bantam. I've never seen an adult that size so I don't know.

Agreed, the bird in question is a Serama that carries the gene for Naked Neck. I've never personally seen one, but that doesn't mean it's not real. It is not called a toy chicken like you might call a toy poodle though. They probably purchased the birds from someone who wasn't using the correct name and being misinformed are marketing their birds the same way.
