Is this a roo or pullet BR?

Afternoon everyone! I am questioning if this BR of mine named raven is a male or female? She is about 13 weeks old. She ruffles up her chest and back of neck feathers and chest bumps with my silkie (in one of the picks) who I discovered yesterday is a male silkie. :( I read that sometimes the dominant female will do this with a juvenile roo but they are all the same age and I brought them home together. The BR does not crow and my silkie just started crowing yesterday. I also have two other chickens (a mystery pullet and buff orp) who I KNOW are females. I just figured if my BR was a male he'd be crowing too.

Those sure look like rooster feathers coming in to me. The chest bumping is done by both sexes, so that doesn't really tell you much. I'd guess slightly slow developing roo.
 
Thanks guys. I'm thinking "she's" a roo but no crowing yet. My silkie that's in the background just started crowing two days ago and unfortunately I live in the city roos aren't allowed :(
 
Rooster,but I don't know a lot about the breed but if anyone has questions about silkie I can help.
 
It looks like a male. However, I don't think that he is a barred rock. Barred rocks have yellow legs, while this one has white legs. He could be a Cuckoo Marans, though the coloring doesn't seem quite like a Cuckoo Marans.
