Is this a Roo???

I received this pullet about a week ago, it was supposed to be a hen around 4months old. I have one other RIR hen and a bantam rooster. This "hen" seems to attempt crowing when the other rooster does and the other dominant rooster seems to pick on this guy (despite him being twice his size). Could someone please help I am new to this? THanks.
