Is this a rooster or a hen ?

i have 3 four week old black Austrolorps chickens this one is the only one that has small amount of waddle growth and has a bigger come I was wondering if this is a fast-growing hen or a rooster

Looks like a pullet. My Australorps got very red, but tiny wattles as chicks. As long as the comb doesn't start growing big or turning red, it's a pullet.
 
Welcome to BYC. Glad you decided to join our flock. At this point I'd say you have a pullet, but if that comb starts reddening up over the next few weeks, its a cockerel. Australorps are my favorite standard breed. I raised them for years (along with dozens of other breeds), and they are extremely hardy, calm and gentle (my children and granddaughter made lap pets of them), and the best layers of the standard, brown egg laying breeds.
