Is this a rooster or a hen

I hatched a lot of chicks last year and I have two that I am still very confused about if they are pullets or roosters I think the red and black one is a rooster but I just started having doubts about my “pullet” Cleo she never had shiny saddle feathers until just two months ago
They are both almost a year old
They haven’t crowed or layed a egg and I haven’t seen them mating

I do think they are roosters but I really was hoping for Cleo to be a pullet/hen

That is weird it doesn’t have a tail if it is one year old. Looks sort of like a game bird mix with those long legs.

I don’t know, but they look like hens to me.

I forgot to mention that a few months ago my chickens had a problem with feather picking thankfully they have mostly stoped

What do you feed them? Are they getting enough protein? It takes a lot of protein to make eggs.
