Is this a rooster? / Why no eggs?

The buffs have both been laying eggs daily for quite some time now, while the blue has never laid an egg. She's also quite a bit larger than the other two. What's the deal?!

Looks like a hen to me, she is gorgeous! I have no idea why she isn't laying though, sorry.

My latest layer was a Silver Laced Wyndotte and she did not lay until 36 weeks, and an EE at 32! The Silver was a "big" girl too.
