Is this a rooster?

Hello!
We got some fertilised eggs but only ended up with one chick. It is a bantam polish frizzle. It’s 12 weeks old. Just wondering if it’s a hen or rooster? We have nothing to compare it to! No crowing just displays some leadership qualities. Rather assertive with ‘mum’ who’s a bantam pekin.

If it’s not crowing at 12 weeks it’s probably a pullet.
