Wow -- that's a big comb for 15 weeks! And here I thought my Welsummers were well-endowed...

But there is not a hint of male feathering so I'm going with early-maturing pullet. I noticed with my flock that the more dominant females had larger combs earlier.
 
You have a Hen.
The Reason for the large Comb and Wattles would most likely be do to some Leghorn Blood being added to make for a more productive hen.
