Is this a serious problem??

A few things to note;
-It's only happening when they locked in their yard & coop
-The other hens will only do it if he starts it, otherwise they leave her alone
-She doesn't attempt to hide at all

One of our hens hasn't started laying but I'm not concerned since she'll probably only lay a couple eggs before going broody again in spring. She keeps getting attacked by our almost-year old cockerel and the other hens. She finished molting in December and things were fine until this week. She's left alone once they're let out to free range but I can't do this every single day. Luckily only a few feathers have been pulled and there are no injuries.

What can I do??
 
How much space do you have for how many birds? How old is she and how long has she been with the flock? I’ve seen my hens peck at a rooster, and sometimes the hen, when he tries to mount a hen that doesn’t want to be mounted, then stop when he lets go. It usually happens with my younger pullets that are right around the age to start laying. Could this be what’s happening?
