So he is poor quality then, probably a direct cross...what could I do to improve his good qualities to make better babies?

You should breed him to a good quality silkie. And then keep breeding the naked necked offspring back to silkies.

Or acquire a good quality bird/birds to start with. It takes many generations to get quality showgirls--do you really want to breed for 5-10 years to get good quality, when it's out there waiting?
