Is this aggression?

I have 4 roosters and 7 girls. All are cochins.

Starsky, Hutch and Sherman all do this thing to me:

They run at me, sideways, with one wing down almost dragging the ground, going "brrrrrrrrrrrrrrrr, brrrrrrrrrrrrr, brrrrrrrrrrrrrr"

Is this aggression or is he trying to dance?

Hutch and Sherman let me stroke them and pet them, but if I try to touch Starsky he will flog me.

To many roos for tha amonut of hens. And yes starsky is being aggresive towards you . He is the head roo of the flock
