Is this an ingrown feather?

This is a 2 week old Lavender Ameraucana chick. This black curly thing on her wing, has been growing ever since she hatched. I thought maybe her fluff was just a little matted from being sticky at hatch, so I left it alone, until today. Upon closer inspection, it appears to be hard, feels like a bread tie, but is not very bendy. She squawks if I touch it too much, so I'm assuming it is sore. Is it an ingrown feather and how should I go about treating it?
