Is this bantam cochin silver laced?

This little pullet is three months old. Is she considered silver laced? Is there a name for the little heart shaped marking on her feathers? She is pet quality, correct?

The heart shaped markings I would call silver spangling but it's not consistent and is probably a product of poor silver lacing. Most of the time, unless you are buying from a reputable breeder, hatchery chicks are almost always pet quality chickens.
