This chicken is 13 weeks, very quiet and very friendly. No crowing or mounting. Very chill likes to lay around very matronly looking and waddles when it runs. Everything screams pulley but those feathers …

I'm gonna vote fast maturing pullet. I'd expect larger wattles on a male of the same age. Especially if they just started getting darker, she could be getting close to laying.
 
He’s 100% a cockerel. He’s an extremely clear of male specific coloring, not to mention his large comb and pointed feathers. Pointed feathers trump all else when it comes to sexing. I’ll also add he appears to be a mixed breed. He has yellow legs and Marans have dark legs and white skin.
 
Is it something I am feeding her that makes her mature faster
No. I am honestly in shock that someone would guess this is a pullet. Subjectively, higher protein and all flock foods did seem to make my birds mature slightly faster. In your case, he is a male and maturing at a normal rate for a larger bird
 
This is a rooster.
Pure BCM hen will be black with copper around her neck only.

This coloring is a fit for a BCM rooster at this age.
I 100% agree with you on the gender but I will disagree on the coloring. BCM are much lighter in color (speaking from experience as someone who raised them). They also have dark shanks. Here’s some pictures of males at 13 weeks and ultimately as a rooster. They’re much lighter in the hackles and saddle. Please note my rooster had improper leakage on his chest but the color of his other areas is still evident. The OP’s bird is likely a mix of some sort

Ok…. Makes sense. I wonder what he is mixed with. Ugh I was looking forward to bcm pullet. All the behaviour signs point towards a girl too. He doesn’t make a peep and no aggressiveness either.
 
Yeah he has saddle feathers and rust spots on the wings which were pretty good indicators for my boys. Not to mention, he already has a classic rooster tail, curled over with shiny green feathers. most of my cockerels developed those curled green tail feathers, no matter what the breed. Not to mention his beautiful rooster stance!

Also, some cockerels are slow to mature sexually. I have one cockerel that was an absolute angel and basically acted like a pullet until he hit 16 weeks. Like flipping a switch he began harassing and neck grabbing the pullets. So give him time haha
