Is this BLACKHEAD? If not, what is it? PICS!! PLEASE HELP

Hey everyone I have three young peafowl and the past few weeks they have been losing feathers on the back of thier necks and it is really worrying me. Is this what people call blackhead? What is this? Is there any medicine I can give them?
Any help is appreciated. Here are some pics...

Is there any place where they stick their head through the fence to get at something outside the pen? Do they act sick? They could have mites or lice and have been scratching.
 
I suspect they are pulling out each others feathers.
Is the diet high enough in protein, and do they have enough room?

Visual Signs : Decreased Appetite, Watery Yellow Poop, Dry Ruffled Feathers, Become Dehydrated, Rapid Weight Loss, Looks Lethargic with Head and Neck Drooping. Earth worms are the primary carriers, but they can get it from chickens as well.

Treat with Metronidozole 3 tablets to 1 gallon of water.​
 
I would do away with free choice scratch grains i see in that feeder, if they are molting they need a better diet to help their feathers grow, Kaytee makes a fruit and nut mix that is 20% protein if you like feeding grains.

I purchased a grown female and 18 month old male that were fed scratch grains, while they looked nice when i got them after feeding them a better diet they are even more beautiful and my female has gained some visable weight where she was rather thin in the brest area.
